Several requests have been made for the deadline for submission to be extended. Unfortunately, this is not possible as such an act would require the approval of the Wichita County Commissioners’ Court and they do not meet prior to the deadline.

The RFP does not address how proprietary information will be protected, but requires a financial statement. As a privately held company, our financial statements are exempt from public disclosure. Could the County please confirm that, if information marked appropriately as confidential is sought for public disclosure, the County will not disclose such information, but will notify the proposer and allow a reasonable opportunity to defend the claim that such information is confidential and exempt from disclosure under the Freedom of Information Act.

We encourage any company to mark proprietary information as confidential. The county will comply with the Texas Open Records Act and submit any requests for information to the Attorney General as required. The proposer will be notified their information was requested and may make their arguments to the Attorney General’s Office.

LICENCES – PROPOSERS ARE REQUIRED TO HAVE A CURRENT BUSINESS LICENSE AT THE TIME RFP’S ARE SUBMITTED. RFP’S FROM VENDORS WITHOUT A CURRENT BUSINESS LICENSE WILL BE DISQUALIFIED. It is the     proposer’s responsibility to determine if a Wichita County Business License is required.

We are not aware of any local requirements.

Page 7 Evaluation Criteria – it is understood that each of the six categories will receive a score of 1 to 10.  Is there any weighting difference or ranking between them?  In other words is any category more important to the county than another?

The six categories will be equally weighted.

Page 9 Length of Contract – this requirement speaks to the construction of a new jail facility.  Is this an addition to the existing jail?  If so how many beds are being added? A totally new facility?  If so, how many inmates will the new facility house? Bond election for May 2017?  Has county begun construction or are you awaiting bond results? When is the anticipated opening/population of the new jail?

 

The county is awaiting bond election results. If the bond election passes, one entirely new facility for all inmates would be constructed. Construction, planned opening dates, are contingent on the bond issue. The new facility would likely fall in between 650 – 750 bunks, not including a larger intake area.

Please confirm the type and quantity of telephone equipment (hardware) to be used in the proposed Inmate Telephone System.

Please confirm the # of locations that the Inmate Telephone System is currently in use.

Please provide the current inmate telephone system usage data and revenue data by call type for the period July, 2016 – Present.
